2010 Region Staff College

CAP SealRegistration is open for the 2010 Rocky Mountain Region Staff College to be held 17—25 July 2010 at the Forrest Vossler NCO Academy, Peterson AFB, Colorado Springs, Colorado.

This formal in-residence course, designed to help CAP officers better execute the duties and responsibilities associated with Command and Staff positions at squadron level and above, is also an opportunity to improve your management skills. This is a required course for promotion to Lt. Col.

Summary
The $135.00* enrollment fee includes training, books and materials, Sunday Social, Wednesday Picnic, and Saturday Dining Out/Graduation. Apply early to reserve your place at the Rocky Mountain Region Staff College, as seating is limited.
(*) In addition to the $135.00 tuition, you will need to pay for billeting at Peterson AFB (approx. $30.00/night) and your meals in the PAFB Dining Hall (about $10.00/day).

Promotion Information


WHAT YOU SHOULD KNOW ABOUT PROMOTIONS
Promotion, along with awards, is the only way that CAP can honor its members for the time and expense we all know is a part of being a member.  It is your, the members, responsibility to plan and follow-up on the requirements for your next promotion.  Generally, there is no one more concerned, than you, about whether or not you get promoted.

NOTE:  In CAPM 50-17, there are a number of what are called qualifying equivalent courses.  If you plan on using this material for a future level of training, submit it as early as possible.  There is a 20-year deadline after which it will not be counted any longer.  Obviously we would rather you took the courses, such as SLS, CLC, RSC, or NSC, but the qualifying equivalent is available for you.

But, promotion comes with some effort.   Over the years, National has established requirements that were designed to establish a well trained CAP officer corps.  Accomplishment of the training is not the end of your responsibility.  Although getting it into the National database is the responsibility of the Course Director, who will submit a CAPF 11, to NHQ/ETS, for each course, you should follow up by viewing your detail in the database.  If something is missing, get with your Professional Development Officer and have him/her correct the error by annotating (in red) the Profession Development Report (PDR), and have it forwarded to NHQ/ETS.

There are a number of items of which you should be aware.   Each member should have a CAPF45b in his/her squadron personnel file and also have one in his/her personal file.  This will allow the member to evaluate the courses and other criteria needed to accomplish the next level of training.

Each level of training must be accomplished prior to promotion.

  • Level I for 2/Lt
  • Level I plus Technician Rating for 1/Lt
  • Level II (COP) for Captain
  • Level III (Loening) plus Senior Rating for Major
  • Level IV (Garber) plus Master Rating for Lt. Colonel


When you have completed all required training, achieved the proper technical rating, and other established criteria for your next promotion, have the senior training officer update the PDR and forward it to CAPNHQ/LMPD where the data will be entered into the database..  The reason this is so important is that, if a personnel officer is doing his/her job, a CAPF 2, promotion request, will not be completed until all of the required criteria is available on the National Database.

Region Headquarters is responsible for validating and approving the following promotions:

  • Officer of the Armed Forces
  • Duty Performance to Lt. Colonel
  • Special Appointments
  • Requests for Waivers.


The Region Director of Personnel will not bring a promotion to the region promotion board unless all of the criteria can be validated in the National Database.
